Be alert as NWS tests new NOAA weather radio function.

"I got a surprise today with that Illinois Amber alert at 11:01.  It came
across the SAME radio as "Unknown Emergency Tune TV".   I called WEMA and
asked what was up.  They told me about the Amber test with real message
headers from he State Police and the NWS. "
