Rich, I have a portable weather radio with the SAME technology, that I have
sometimes taken to work with me if the prediction is for possible severe
weather.   It`s an Oregon Scientific model that operates on 3 AA batteries
and can be clipped to one`s belt.

I have come to conclusion that if I am anywhere near a computer,  it will not
respond to the digital signal.  Since there are literally hundreds of
computers in the building, my radio is nearly worthless there.   I had to
resort to buying one of the old types that responds to the continuous tone.

My workplace is maybe about 5 miles from the NOAA transmitter.

Even at home, if the radio is close to my computer, it usually does not
trigger.

Just a thought, this may not be your situation at all.
