[LeArc] Hazardous Weather Outlook Email Discontinued

It should not effect the HWO statements that are posted to the LEARC
reflector each morning.   These originate from the REALEMWIN system in
Memorial hall.   Unless they stop the transmission to the satellite of this
product, it will not impact the REALEMWIN posting to the LEARC reflector.
