[LeArc] Weather info via the 06 repeater.

I have set the repeater up to play the most recent weather statement
from the weather service.  To access the information send the following
code to the repeater.

BE SURE TO IDENTIFY THEN SEND

1081

If the message is long enough, it may be broken down into several
parts.  1082 will be the second part, if needed.  1083 will be the third
part if needed, etc.

The message has to be recorded manually, I have a list of operators I am
giving the code to update the message as needed.  Hopefully we will be
able to keep it accurate enough to be of use.
