Also, be advised that space analyst Jonathan McDowell is reporting that a Black Brant IX sounding rocket was launched from San Nicolas Island west of Los Angeles on OCT 31 at 10:00 PDT (17:00 Zulu). The vehicle was reportedly used as a "target". The maximum altitude attained by the vehicle is unknown.
