LAUNCH DELAYED
Next week's launch of a Taurus XL rocket from Vandenberg AFB has been
delayed 24-hours. Lift-off was scheduled for early Monday morning,
February 23.
The launch is now slated for Tuesday morning, February 24, during a
01:50-01:57 PST launch window. If the Taurus functions as planned, it
will insert NASA's Orbiting Carbon Observatory into a near-polar
orbit.
The reason for the launch delay is unknown.

TIME FORMAT
All times in this newsletter are given in Pacific Time using a 24-hour
format based on military time. Under this system, regular time is
