Mike,

No, that's probably the shortwave IR light that is making it through 
the filter. Light from about 700nm to 1 or 2 microns or so. Beyond that, 
the glass lens blocks longer wavelengths from passing through. The IR 
"heat band" is centered near 10 microns or 10000nm. An ordinary glass
lens can't focus it but a convex reflector can. It is interesting though 
that this slice of shortwave IR is enough to burn when concentrated 
by a lens. I think this is about half the amount of light that would 
be passing through the lens without the filter.

I have a 6" dia IR filter that was used in front of a lantern. Holding it to
the sun you see ABSOLUTELY no light. Holding it between a magnifying glass
and the sun and you WILL get burned. So, yes, it passes NO 'visible' light
but long wave IR.
