It means, in their words:

"We don't want people downloading the manual and building their own
equipment from our schematics.  If you want the schamatic, it's $5 (last
time I asked), or free with the kits".

Ramsey schematics have been passed about freely since the BBS days, I have
yet to see or hear of a problem, when I need one, I ask on a list and a few
copies show up in my e-mail or snail-mail.  There are even people out there
duplicating the PCBs.
