Hi Chuck,
if it's just a serial stream of data, it might be as easy as just connecting it directly to a keying transistor and letting the 1's and 0's turn the laser on and off. There's no error corrections though, no encoding, just plain old OOK. At the receiver the output is fed to a string of inverters to clean it up. As long as you have a solid strong signal this works. How fast you can get it going would depend on your receiver bandwidth and max laser modulation rate or the frequency responce of whole system - plus how your programs can handle any errors if they happen.
