I spoke with my VUAC rep about this and he pointed out, as you did, that
this rule only applies to ARRL contests. As far as he knew, the rules
regarding contacts for VUCC requiring coherent light had not changed (yet).

Outside that realm, you're free to do as you wish or as you are restricted
to by other laws or ordinances.
