[Laser] Some comments on the revised rule 1.12

Remember that contest rules need to be easy to interpret - the majority of amateurs probably don't understand power density let alone being able to measure it.  In contrast, laser power ratings are listed on the device thus allowing those who are not familiar with the technology an easier road for experimentation.  While everyone on this reflector has a deep understanding of lasers, etc, Joe ham does not.   Lets hope that the rule change leads to more experimentation with Light during contests - laser or LEDs - during the last 10 GHz & Up contest there was not a single Light QSO reported.   The UHF contest is next weekend - how about some Light QSO's?
