I was refering to the satellite identifying the offender. Even 5cm
resolution is near useless, one pixel can miss a good portion of the face,
providing the offender was looking directly into the imager with no
atmosphere between them.

that's powerful enough to blind or cripple the bird? That ought to
be pretty noticable, I'd expect - hardly faint - unless it is outside
the sensor bandwidth, like UV on an NIR imager.
