[Laser] RTTY over light, anyone tried it?

Why an IR beacon? If you used visible light would the modulation cause any
noticeable change in light output to the naked eye?

And if it did, how much trouble would it be to use FSK instead of OOK for
your beacon.

For that matter, if you wanted to have a multi-use optical beacon, you could
intentinally sent Morse Code, each Dit and Dah tone modulated, the tones
also phase or frequency shift modulated. As long as you kept the Morse
speed low enough to be easily read visually, it would be easier to identify
the target in a telescope, once the optical system was locked on you would
be able to match the tones to the visual, and higher speed data could be
transmitted in a machine readable format.
