Look at the above again.  It says "contacts are permitted FOR CONTEST 
CREDIT only byetween licensed radio amateurs ..." (emphasis mine).  Why 
would a non-amateur be participating in an ARRL amateur radio contest? 
AFAIK, ANY ARRL contest requires a ham license to participate.
