[Laser] license for lightwave?

Putting a restriction on the modulation of light would
be a hindrance. In my opinion there should be some
sort of way that an unlicensed person can get a feel
for electronics and start that spark for interest,
which would lead them to ham radio.

I ran (and hopefully next year will run again) a
school club so most of the people that come to me are
unlicensed and have almost no knowledge of electronics
or radio. I find my self telling them well "you need a
license" over and over again, to do anything which
they would find "fun". Not too appealing to some one
who has that spark of interest.

Modulated Light could be a great way for the beginner
to get a feel and interest in ham radio with some of
the circuits being very simple. So I think at least
some of the light spectrum should remain unlicensed,
if not all.
