they're actually called "photons" (not pixels) in the real world:

now, do you believe they're waves or particles? physicists disagree on this.
your question about licensing optical frequencies is a good one. i wouldn't
put it past the FCC to start selling off higher and higher portions of the
electromagnetic spectrum, like they just did with the 700mhz land grab.
isn't it interesting how our government takes "ownership" of the public
spectrum, and sells it to big corporations for Billions of dollars--who in turn
will then charge the public Billions more to use the spectrum that was theirs
to begin with.
and on the question of transmitting legal content (music or not) be advised
that it's also a violation of FCC regulations to transmit profanity (bad words)
over the electromagnetic spectrum--whether it's over amateur frequency
allocations or not. just thought i'd warn you ;-)
