For near IR you might consider a silicon sensor.  The quantum efficiency of PMT in thast wavelength if very poor.  There is now readily available the avalanche APD and the newer Geiger mode APD, which counts photons.  I propose use of that in:   http://www.microlaunchers.com/7816/L3/laser/laser-link.html
A proposal for a lunar version for GLXP entrants, to use APD (stronger signal) is being prepared and will be on the site soon.

Another pairing worth considering is 405 nm laser diodes with PMT with optimum QE in green/blue.  That exceeds 20%.

I recently picked up an RCA 7102 and a Dumont 6911 PMT which both have S-1 type responses. I found the specs and base diagram for the 7102 but so far not for the 6911.  Does anyone have info on the 6911?  I'm also looking for a 14 pin socket fo that PMT. I hope to try  both  of these for our NLOS  communications experiments in the 910-940 nm range. There are probably newer/better PMTs out there for this purpose but  so far haven't seen any on the surplus market.
