Well, if the optical element is double concave the amount of deflection of the beam
depends on where the beam goes through the lens. IMO, that would be problematic for
images.

With two identical wedges, the net wedge depends on their relative rotation. It goes
from zero at 180 deg theta to twice the individual wedge at 0 deg theta. If you rotate
the pair of wedges together, the axis of deflection rotates.

There is another option, the DynaLens, which used two flats and a fluid in between, but
it is very expansive.
