Yes, it's an SI312, now obsolete.

My guess is that it came out of a 1X or very old drive and that the 
86 in the part number is on a second line-which means it is probably 
made in 1986.

If you know someone in Asia, they might be able to get info on it. 
Many of these things are made in Asia and not made available for sale 
in the US markets, so you need a native to search them out.

Years ago, I learned this from Peter, owner of DIY kits, based in 
Asia. The parts he managed to find for me were amazing, beyond dirt 
cheap and widely available locally-provided you lived in Asia near 
the assembly houses that build this stuff and import the completed 
units into the US>

My first stop would be JRC.JP...which will reject your connect 
attempt if you are based in the US. You need to find a JA ham to look for you.

Needless to say, tracking down actual specs might be impossible.
