Clouds?? Who said NLOS involves clouds? While
some might say clouds are the only practical NLOS
mode (where 2 way communication has been
completed), NLOS is a broad category that could
involve knife edge refraction, airplane scatter
or reflections, refractions or ducting that exist
in the atmosphere between the ground level and the edge of space.
Water vapor is the primary scattering mode in the
atmosphere at visible wavelengths, so the dry air
that exists there is a blessing, not a curse. I
think other states might have long line of sight
paths as well, but that they are not usable for
optical communications because of the water vapor in the lower atmosphere.
