[Laser] [OT] 7 to 10 uM laser?

I know, it's off topic..........forgive me.

But, I need a laser or IR source to produce 7 to 10 uM energy. It 
doesn't have to be a laser, but it does need to be inexpensive, and 
focusable/collimatable to around 2 or 3 degrees (ideally, a bit 
larger is ok). It also needs to be able to be switched on and off at 
500 to 1000 times per second (minimum) although one that can be 
switched at a higher rate is desirable-but not necessary at this point.

I've recently discovered a piezo device that produces power when 
illuminated by 7 to 10 uM IR (much like a solar cell does), and at 
the same time, it is also able to convert IR energy into mechanical 
motion directly. So, I began to wonder if a small robot (dragon fly 
to cockroach size) could be propelled and powered by a sample of this 
material.

I'm wondering if some type of arc lamp might be usable although I'd 
prefer that the device did not emit any visible light if possible.

I'm interested in producing a remotely powered version of the same 
type of critter-so that it will not be burdened by having to carry a 
power source.

Any ideas?
