That is right  but the silicon photodiodes have an abrupt response decay 
after 1100 nm and a  slow response improvement from 400 to 900 nm
I think the increase of  modulated signal on very under-powered lamp with a 
PN or PIN photodiode is due  to the spectrum modulation.
Chris Long noticed this under-powered lamp  property when he used his first 
TX RX light com system with a small lamp as  TX.
However, of course, the best way to radiate a fully modulated  infrared 
signal is the use of big power LED matrixes.
