[Laser] Looking for ideas on building simple optics for an optical beacon (corrected)

Our current optical beacon on San Miguel Mt. in San Diego is basically a 1W 
red Luxeon (about 50 lumens) with the 30 degree total beam width lens 
unit.  Just as a reference, my 4" glass lensed PGP type receiver using an 
SFH203 photo diode produces a signal about 35 dB above the noise on 
Spectrum Lab running a 1Hz BW (725 Hz carrier) at 8 miles distance. The 
next step is to try 5 of the newer Luxeons with 190 Lumens each and some 
type of optics.    What options are there to devise simple optics to narrow 
down the vertical beam width to perhaps 5 degrees while keeping the 
horizontal beam width  wide? I'd like to reduce the waisted vertical beam 
width. I have thought about trying some form of corner reflector ( or 
optical horn) type experiments using 12" mirror tiles. Any thoughts? 
Also  - I just received a rifle scope with illuminated cross hair. The 
illumination is adjustable and really solves the problem of having the 
cross hair disappear when working in the dark.
