[Laser] Simple optical beacon experiment in San Diego

Kurt - I think the IR is good when you might have people wondering about a 
strange light ( particularly if it's doing identification at some firly 
slow CW rate) I see the advanted of the visible is being able to use a good 
scope to locate the source if needed.
