Xenon strobes are what i plan to be experimenting with
this year sometime. From what i've read, the strong
line in the infrared varies in strength depending on
the energy density of the pulse. Higher energy pulses
tend to have more blue + UV output and less red + IR
than lower energy. Also since the pulses are generally
narrow, it might help to lengthen them with some pulse
shaping circuits - i think this would also strengthen
the IR output lines.

(somewhere around 900 nm as I remember). It is much
easier to 'see' a Xenon strobe with a silicon photo
diode than with the human eye because the spectral
line is near the sweet spot for Silicon photo diodes."
