Laser is a gas discharge lamp with a resonator :)

So that when you deep modulate your laser diode, it goes below the
lasing threshold in the deeps, is not coherent in the low levels, and
therefore you have failed to pass the rules ;-) I would like to know how
ARRL knows how deep you diode has been modulated. You should probably
sample the waveform at 10^15 samples per second and then send them a
.wav by email so they check the waveform is correct in all the valleys
;-)

And the cheap nitrogen spark laser with three plates and one coil of
wire also has poor coherency.
