[Laser] Sky illumination experiment

This is approach certainly requires the least amount of controlled power 
with the clock motors only requiring a few watts. It also has almost no 
limitation on available optical power for all  practical purposes but needs 
some mechanical fabrication.  Now we can create  really high 
power  modulated light pollution. I never imagined the posting of my simple 
sky illumination  experiment would create all this response:)
