I think keeping the noise low is more important than regulation ... meaning
that if the voltage is varying slowly over the course of tens of seconds as
in a discharging battery, I don't know that it will hurt you too much.  Good
bypassing of the power with low ESR capacitors should go a long way toward
cleaning things up enough.
