[Laser] Laser comm and ARRL?

Geoff,

What proposals are being considered??? I wasn't aware of any major changes. 
I just got my new QST last week and read it cover to cover. Did I miss 
something?

Can you point me in the right direction or specify the source for the 
proposed changes??
