[KYHAM] Net for Madisonville Health and Welfare request?

Is there an active net for requesting a health and welfare request in
Madisonville, KY?  An older person lives on a farm in the county and
their son-in-law, who lives in Lexington, asked me how to check on
her.  Phone calls do not go through and the local police can not be
reached at this time.  Is there any one from Madisonville on here?
