[KYHAM] 146.670 in Hazard nor requires Tone 103.5

Well,...... here is the end result of my last email requiring Interference
to the 146.670 repeater in Hazard.
The only recourse the club had was to tone the 67.
It was a hard choice for us to make. We want the 67 to be available to all
HAMs in the area, either traveling through or locals.
I made a trip to the site Saturday and installed a Comm-Spec TS-64.
Currently it is in Decode mode only, requiring a tone 103.5 Hz.
The noise/interference we are experiencing is still there.
You can here it on the users input signal.
Tone is not an end all cure all, especially for issues like this one.
It did however provide a band aide for the 24/7 kerchunking and sometimes
continuous key down of the transmitter.

Please pass the work in the Tone addition.
It will take a year before it ever makes it into the ARRL repeater
Directory. I am submitting the change to SERA today.
