I made contact with my senator after getting the first notice and have
been notified that if the bill request does become a bill, he will add an
ammendment for us.
I was also told the same thing about all of these that get proposed and
usually go nowhere!

Regarding the bill to ban mobile cell phone use unless a headset is used --
and its impact on ham radio in Kentucky -- I think it's too early in the
legislative process to begin contacting individual lawmakers. (I'm a
registered legislative lobbyist for my employer and spend a fair amount of
time observing the legislative process.)
At this time, the better approach might be to contact the bill's sponsor,
Paul Marcotte, and ask him to include amateur radio operators among the
exempted groups, similar to what he has done for CBers. There's plenty of
time for him to change the bill's language.
Individual legislators are not likely to be familiar with this prefiled bill
since January is so far away. That's why it's better to work now with the
sponsor.
Alos, while I agree with comments from one legislator who said bills like
this are filed each year and never get out of committee, which effectively
kills them before they get very far, one of these days that just might
change. This reminds me of the mandatory seatbelt law. It never got out of
committee for years but as society's views on seatbelt usage began to
change, it finally did make it to the House floor and now that law is on the
books. A mobile cell phone ban might follow the same path.
Just my two cents worth.
