As laws limiting cell phone usage in automobiles are considered in regards
to the impact upon amateur radio, the nature of the communication modes
needs to be taken into account.

Full-duplex mode cell phone users are in a fundamentally different mental
environment from that found in the half-duplex mode predominant in two-way
radio communications.
