Amateur radio allocations are made internationally through the ITU. 144-148
MHz is amateur primary in Region 2, North and South America, and the U.S.
Congress has no say over this issue. The only reason 220 MHz was subject to
change many years ago was that it lacked amateur primary status. It was
always a shared band even before we lost the bottom 2 MHz but now 222-225
MHz is amateur primary in the U.S. The loss of 2 MHz wasn't good but in
return we got 3 MHz for our exclusive use -- not a bad trade considering.
If these hams claim they got such information (on this alleged 2m bill) off
the Internet, it just illustrates once again that while the Internet can be
a wonderful tool it's also an effective way to spread misinformation --
unfortunately.
