I had this happen 30 yrs ago with the airport at Somerset  they had a bad 
transmitter and its 7th harmonic was only down 20db whe the FCC got to town 
and shut it down. airport eng would not fix it . was sending a 40 over s 9 
sig out on 160 mts  SOM  was copied all the way up to the 9th harmonic at 
my qth.
