[KYHAM] Change of EC - Fayette County (Area 13)

Pat Spencer, KD4PWL will be stepping down from his position as EC of
Fayette County effective September 1, 2005.  Pat is leaving the position
to have more time to assist in matters of family health concerns much as
did K1STO on Aug. 19 at ARRL.

While Pat had originally set October 1 as his resignation date, a
qualified volunteer who is up to speed presented himself for the
position and after discussion with me, Pat decided to go ahead and let
the torch be passed. He will be replaced by Tom Mansfield, KG4TND. 

Tom was a co-recipient of the "2004 Ky ARES Operator of the Year Award"
along with KA4UHL of Area 12. Tom has been acting as a coordinator for
the hospital emergency communications network in Fayette County and was
instrumental in the 147.120 going on the air at the UK Medical Center.
He is also a regular on the Ky Emergency Net on 75 meters. He and Pat
have worked toward an easy transition of leadership and I ask all of you
in Fayette County to be supportive in this effort.

Pat will still be on the air and the internet, but will be assuming a
lower tier to allow him the flexibility he needs to look after the needs
of family first.
