[KYHAM] WKy Now in HIGH RISK in Last SPC Outlook

The western about one third of the state, is now in the HIGH RISK 
Category. Far eastern Ky has been reduced to slight while the rest of 
the state is still in Moderate Risk.  A new assessment should be out by 
2 PM EDT for the region.  All units be advised.
