YES if you read it you will see that you get what you have earned.. the FCC
does not do the paper work anyway the VE's and the VEC's do 99% of it. the
FCC puts it into the computer system and a call is issued or and upgrade..
so it is really just a slight bit more work for them.
this is the only way i can see that it would be as fair as possible to all
. the ARRL SURE is not fair or going to be fair.. you will have less upset
by this. then any other outline i have seen so far please anyone have a
better ideal lets hear it.

yes it does make subbands but what ever we have them now except for CW
which is the only mode that can be used on any freq we have.
the ARRL is working on a subband by bandwith not.. just wait till you see
their ideals.. HI HI..
if you reread this it gives the novice room in the tech band. phone
it give a no code ticket with hf
it gives general and advanced more phone freqs, yes give another 25 or
50 khz to the advanced class in the gen/adv subbands
it gives the extra phone more freqs that they like the rest have earned.
same thing for CW ops..
the faster you code speed the more freqs you get.. NO CODE well they did
not what to learn it anyway so they have no room to grip.
what is all this just the same thing that the ARRL came out with in 1968
and pushed on us. EXCEPT it is fair too all. except for the fact
before 1968 a general had all the freqs . but that is pasted history and
we MUST go forward as so many are saying .
well this is about as forward as you can get IMHO. without giving away
freqs to those who have not work for them..
