I am not sure what is going on, but this post from Tony, KY4SP has had 
problems I can't explain, and the list has not propagated it.  I finally 
caputured it.  Perhaps yahoo.com was transmitting a bad character in the 
header or something.  Either way, sorry to Tony, and if you would like to 
reply directly to Tony, he can be reached at [email protected].  This is not 
Tony's fault, but I can't explain why it didn't post.

I can see both sides of this issue and the bottom line is that code 
proficency has no significant bearing on one's operating technique or 
personality on the phone bands. There are many very proficent CW operators 
who will say things on the air that would be in-appropriate in a back alley 
barroom, while there are as many "no code" operators who are courteous, 
diplomatic operators. If a person lacks basic manners
and consideration for others, he (or she) is no asset to the amatuer 
community, knowledege of CW or the lack thereof notwithstanding.

Any move by the FCC that can increase the potential number of amatuer 
operators is a positive move- the important point being that it is still up 
to each of us to decide who we will associate with. CW fans feel free to 
continue pounding away, and those who prefer phone can still modulate to 
their heart's content. The few troublemakers will eventually go away when 
they find no one to talk to, code or not.
