I think you have hit the nail on the head Kevin. I remember when there was a
few other branches of the federal government that managed to do what I
call...
 "The Dumbing Down of America"
Seems that when ever the consumer needs a cheaper way of operating (FCC vs
American Broadcast Owners) the easiest way was to do away with the First
Class Engineer license....
Make every one a general class license and do away with the rules that
required the Owner/Operator of the station to have the operational
parameters of the station be checked by someone who knew what was what...
Oh! well. I guess that is why there is only a volunteer Army, and the Post
Office no longer holds the phrase "Neither dark of night nor weather will
delay the appointed rounds.. Etc." you I am sure get the point....
We first entered this hobby to gain knowledge through experimentation in
electronics and the use of RF.....  This was seen by big business as a money
making opportunity very quickly. With the need of the Manufactures of
Electronic equipment to make lots of money the invent of the instant
Appliance operator was born.... This of course required the relaxation of
the Federal Regulations and Rules pertaining to the use of the RF spectrum..
Hence forth the invention of the "NO License" CB.... Business flourished....
Big Time... Now we are at the point where the need to have more people buy
more appliances.. the Governments answer for this is to remove the
restriction for the operation of RF generating equipment... Give every one
the right to operate and own RF generating equipment.. No matter if they
know how or where or when to do this... The Manufacture will make the radio
so as not to allow the operator to go over power. (ie.25,000 watt CB Amps)
or to be out of band. (ie. 300 Channel CB rigs)..

The Bottom line is simply MONEY.. You want it ?   You got the money to pay
for it ?
