The Rachet-jaw CB Reinstituion Society  will ask the FCC to create a new =
Amateur Radio license that would include HF phone privileges without =
requiring either a Morse code test or any knowledge of radio theory. The =
Society also will propose consolidating all current licensees into this =
one new class, giving everyone access to the whole amateur radio =
spectrum without any need to have any special knowledge whatsoever.
