Dear KY Ham

The big advantage to the use of tone receiver control on repeaters as well
as a tone on the output is that it encourages more emergency operators to
listen to his or her local repeater for emergency announcements and alerts.
Too many operators just turn their transceivers off rather than listen to
heterodynes and  unwanted transmissions intended for another repeater on the
same frequency several states away.  Many operators wishing to take
advantage of band openings can just dial in the correct tone for the desired
repeater and use no more power than necessary carry out a QSO without
bothering emergency oriented operators monitoring the several repeaters in
the signal path.
