[KYHAM] SET a Practice Ground for CSEPP Counties

KyEM Communications Supervisor, Bob Stephens, WA4CMO suggests that 
central Ky counties in the Chemical Stockpile Emergency Preparedness 
Program (CSEPP) use the SET as a practice ground for the upcoming CSEPP 
exercise October 27, 2004. Bob offers the following for those counties 
to consider:

>Ron, could we use this year's SET to practice for an all out conventional communications failure that would/could/probably occur during the CSEPP Exercise on October 27, 2004.  I have been asked to help coordinate HAM/MARS support for this exercise and wish to do the following:
>1.  Have HAM/MARS operators and equipment at every CSEPP PAZ and IRZ Emergency Operations Centers.
>2.  Pass Emergency Exercise Traffic between these sites and the state EOC.  
>3.  Have operators at other critical facilities for as you have envisioned in your SET plan.  
>4.  Promote checkins with other jurisdictions/HAM/MARS operators statewide.
>5.  Promote checkins with other out of state operators
>6.  FEMA is very interested in our ability to accomplish emergency communications when other systems fail.

I see no reason this could not be done if the CSEPP counties' amateurs 
and EMA staffs are willing.  Discuss it among yourselves and get back to 
me off the listservs.
