[KYHAM] Weather Situation

As everyone likely knows, Ky is under the gun tonight and
into the early morning hours of Mother's Day for severe
weather. Since this is a large scale event, it might be
worth while to activate the Ky Emergency Net on 3.888 as a
backbone for wide area tactical traffic IF (and it's a big
IF) the QRN will let us operate. 

Those who have HF abilities might listen to 3.888 later this
evening ( 9 pm EDT and later) so we can see if this is
feasible or even necessary.
