[KYHAM] repeater coordination and "dead" pairs

SERA might assign an unused repeater frequency even if
paperwork exists, but is outdated. I would think that
applying for the pair of interest and adding a comment
that only a paper repeater exists and the situation has
existed for 12 months or whatever is correct, would open
the door for SERA to recind an earlier coordination.
As with Government unless someone opens that door
and asks for the repeater pair who would know if
it might be assigned. Many times "it's us" that fail
to take the initial steps and certainly at other times
the red-tape kills some wonderful ideas.
