All of the "old hands" who have been around for many years know
about the main served agencies we have here in Kentucky.  Meaning
Ky Division of Emergency Management, American Red Cross and the
National Weather Service.  Many newer hams may not know or
understand these agencies and the relationships that exist
between these organizations and amateur radio.  These next few
weeks, we will review these in an effort to bring all of the
newer arrivals and ARES players up to speed.

This week, Ky Division of Emergency Management!

The Kentucky Division of Emergency Management is authorized and
created by Kentucky Revised Statutes (KRS) Chapter 39A and has
established fourteen (14) area field offices to administer the
emergency management program functions of the agency.  Each area
office is staffed by an AREA MANAGER and an Office Coordinator
and services a geographical area of approximately 7   10 counties
each. 

The Kentucky Division of Emergency Management is headquartered at
Boone National Guard Center in Frankfort, Kentucky and operates
under the direction of the Adjutant General D. Alan Youngman of
the Department of Military Affairs and the Director of KYEM,
Malcolm Franklin.

EM organizations on the local level are headed by the chief
executive of the jurisdiction. An Emergency Management Director,
appointed by the County Judge Executive or mayor, conducts the
administrative affairs of the local organization. Each local
government is required in KRS Chapter 39 A to develop its own
resources and an emergency operations plan which by law must be
consistent with the Ky state level Emergency Operations Plan or
EOP.

In a disaster, local EM organizations are required to expend the
maximum local effort available before calling upon state
assistance. When these resources are expended or overloaded, the
chief executive may then request state assistance. The Kentucky
Division of Emergency Management will then coordinate a state
response with the local jurisdiction.  If and when state
resources are exhausted, then the KYEM Director advises the
Governor to ask for a presidential disaster declaration, which if
granted, brings in federal assistance and money.

The KRS Chapter 39 has many new aspects since 11998. It allows
local jurisdictions to develop mutual aid agreements, not only
with other Kentucky counties, but also with counties or
communities in adjoining states.  Local  EM Directors may be
given the authority by their appointing CJE or Mayor, to act in
the behalf of that official in disaster situations also the KYEM
Director now has the authority to appoint a local EM Director to
represent State EM on disaster responses.
