FEMA recently changed the URL to their list of Emergency
Management Institute, Independent Study Courses to
http://training.fema.gov/EMIWeb/IS/crslist.asp

There are a number of courses available at this site.  All
are free of charge and you can complete them in your own
time.  Materials can either be downloaded on line or mailed
to you.  Final Exams can in most cases also be completed on
line. If you pass the exam, a completion certificate will be
mailed to you. 

If you are new to ARES or RACES and want a good overview, I
suggest IS-2 Emergency Preparedness, USA as a starting
point. Some other good follow up courses would be IS 5, IS
10 and 11, IS 120, IS 195 and many others.  While not
"amateur radio" training, they WILL get you ready to
function in a multi-agency disaster response by instilling
the basic fundamentals of preparedness planning and response
used nation-wide.  No ARES member should be without the
solid foundation in real world principles these courses
provide.
