If you read the ARRL Letter two weeks ago, you probably saw
mention
of the 71 sections needing to develop, "COMPRHENSIVE SECTION
EMERGENCY PLANS" by the end of this year. At this point, I am
unsure just what their definition of "comprehensive" is, but
hopefully,
they will offer some idea of this soon. We are lucky in our
Kentucky section as the KERR and its predecessors have been
around for many years. We are also a part of the Kentucky
Division of Emergency Management's state-wide EOP as well as a
large number of county EOP's across the state.
While we may or may not be "comprehensive" enough, saome
sections have no amateur radio plans in place at all and
will have to dig hard to make up for lost time.
I actively encourage that all local ARES groups begin to look
over their existing plans and be ready to offer input should we
discover that our Kentucky Emergency Response Reference needs a
face-lift to meet the idea of "comprehensive". In keeping with
the spirit of this action we start a series this week which ran
in 2001 on the Emergency Operations Plans for our state and
county EMA organizations. Should you need info for your local
ARES plan or even our KERR in an upgrade, I can think of no more
"comprehensive" a plan to use as a reference or a guide for your
ARES plan. These EMA plans are also currently undergoing
re-writes in every Kentucky county to meet homeland
security needs and required changes and additions.
Each county within Ky has a county Emergency Operations Plan or
EOP for short. By law, they must be similar in construction to
and consistant with the STATE Emergency Operations Plan. These
plans are written in a form which uses what are called
"FUNCTIONAL ANNEXES" and each of these has
"Appendices and TABS" which cover more specific
areas of each functional annex.
These next several weeks, we are going to examine these
plans in detail. While each plan may differ slightly from county
to county, comparisons will show that they are STILL very close
in form and content to one another.
This week, we will open with an overview of the Table of Contents
of a typical Ky County Emergency Operations Plan.
Those wishing to view KRS Chapter 39, the State EOP and/or a
generic county EOP document in greater depth are encouraged to
check out the KYEM Home Page at http://kyem.dma.ky.gov/ .

information.
