TASK ORGANIZATION: Current US Army Military Affiliate Radio System (MARS)
1. SITUATION.
a. General. Simulated traffic from the Office of Homeland Security
resources has identified a possible threat against various network and
communications resources in CONUS. MARS emergency communications support
may be required to supplement local and long distance communications between
military and civil emergency response agencies.
b. Enemy Forces. Hostile threats have been made by unidentified threat
organizations.
c. Friendly Forces.
(1) DoD
(a) JCS
(b) Department of the Army (DA) disaster relief organizations
supported by MARS.
(c) Department of the Army (DA), including Active Duty, Army
National Guard & Army Reserve Components.
(d) Director of Military Support (DOMS).
(e) US Army Forces Command (USAFORSCOM).
(f) US Army NETCOM/9th Army Signal Command (USNETCOM/9th ASC).
(g) US Army Corps of Engineers (USACE).
(h) US Air Force
(i) US Navy
(j) US Marine Corps
(2) Non DOD primary disaster relief agencies supported by MARS.
(a) Federal Emergency Management Agency (FEMA).
(b) National Communications System (NCS), including Shared
Resources (SHARES).
(c) National Disaster Medical System (NDMS).

(e) State & Local Disaster Relief Agencies.

2. MISSION. Install, operate and maintain emergency communications networks
for local, national, and international emergency response agencies in support
of this OPORD. This support covers the Continental United States (CONUS),
USAREUR, Alaska, Hawaii and U.S. Trust Territories of Puerto Rico and the
Virgin Islands.
3. EXECUTION.
a. Objectives:
(1) Test local and state alert plans and notification procedures
(2) Stimulate and exercise the MARS digital and voice network system
simulating the loss of local and long distance phone service and email
capability in the eastern half of the United States.
(3) Implement Exercise Nets and EEI reporting procedures (See
Annex C, Appendix 1, OPLAN 4-02)
(4) Conduct frequency and propagation checks.
b. Coordination Instructions.
(1) Order becomes effective at 120400Z APR 03
(2) End of Exercise is 122300Z APR 03
4. SERVICE SUPPORT
a. Material and Services. Deployment of MARS members and their
equipment is not authorized, except as specifically provided for and
authorized by pre-planned and approved MOU. All such deployments are strictly
on a voluntary basis and will incur no logistical or other support obligation
to MARS.
b. Personnel.
(1) Safety of MARS members is a primary consideration and requirement
in all MARS operations at home stations, mobile operations, or during
voluntary deployments.
(2) MARS members operate as volunteers and will attend to their own
support requirements during MARS operations. Any support provided by a
supported agency will be as approved in the MOU between HQ, NETCOM/9thASC
and the supported agency.
(3) Personnel local access arrangements at supported agency locations
should be identified in MOUs and coordinated in advance.
5. COMMAND AND SIGNAL.
a. Command.
(1) U.S. Army NETCOM/9th ASC, Assistant Chief of Staff, G3, located
at Ft. Huachuca, AZ 85613-5000.
(2) Operational Chain of Command:
(a) Chief, Army MARS
(b) Area Coordinators or Command Directors
(c) State Directors
b. Signal.
(1) Current Army MARS Policy, U.S. Army MARS Net Plan, and National Emergency
OPLAN 4-02. Relevant Area and State Emergency OPLANs.
(2) All electronic mail (e-mail) will be forwarded in normal plain-text
format to facilitate refiling and relay by radio. The use of attachments for
operational traffic is discouraged.
(3) Only authorized DoD personnel will initiate encrypted traffic with
plain-text header for routing and relay purposes.
(4) MARS operators should keep in mind the need for operational security,
particularly with regard to discussion of troop movements, specific local
security arrangements and logistical requests. Traffic on MARS frequencies
is un-encrypted and widely monitored. It may be assumed that these
transmissions may be targets of exploitation by hostile or criminal elements
during emergency conditions. Do not attempt to "talk-around" critical
operational information. Customers and supported agencies should be advised
that all messages by MARS are handled over clear (unencrypted) circuits.
(5) Address all MARS exercise digital traffic for the Department of Homeland
Security (formerly FEMA) to FEMA@AT3TFC for the purposes of this exercise
only.
(6) Address all DOMS exercise digital traffic for the Director of Military
Support (DOMS) to DOMS@AT3TFC for the purposes of this exercise only.
(7) Address all National Communications System and SHARES exercise digital
traffic to SHARES@AT3TFC for the purposes of this exercise only.
