I am still awaiting the final edits from NWS on the
scenario. I apologize for the delay and in an effort to get
everyone on the same page, I am putting out the objectives
for the SET at this time without the actual scenario
attached.
I appreciate the enthusiasm I have already seen in the
inquiries as to WHEN the info would come out.
We have already seen in the last year the variety of roles
amateur radio can play in emergency response. From national
security events to earthquake and weather events, amateur
radio DOES WORK when everything else fails! Every amateur
who takes their ability to serve in public service duties
should have some means of powering their equipment when
electricty and other means fail. In this vein, I ask that
everyone who can, use emergency power to operate during the
SET and report this to your NCS as you check into any net.
This ability, if maintained and or improved upon in the days
and weeks beyond the SET will insure that YOU CAN STAY ON
THE AIR regardless of what future disaster may affect the
infrastructure that the rest of the world depends upon.

Exercise Objectives
Ky Simulated Emergency Test (SET)
Saturday, October 5, 2002
This year�s SET will focus on a simulated severe weather
event and the resulting activation of amateur radio stations
at NWS offices which service the Commonwealth of Ky, local
VHF/UHF spotter nets and individual amateur stations who are
encouraged to use emergency power of some type for their
operations into these nets across Ky. Resulting activity
reports will be relayed along with any long range
communications desired between participating NWS office
officials during the course of the test operation over the
frequency of 7.228 MHz the day time Ky Emergency Net
frequency.
SET Objectives
1. To encourage construction or placement into use of
emergency power capabilities for amateur radio stations
across Kentucky.
2. Provide refresher training for NWS Net Control Station
(NCS) operators and net participants.
3. Provide for refresher training for individual amateurs on
SkyWarn net practices in their communities and areas
4. Evaluate the percentage of amateur radio coverage in the
120 counties of Kentucky.
5. Allow each individual NWS Office to assess their current
amateur radio equipment�s coverage area into repeaters in
the areas they service. This would allow them to plan any
future needs/wants for equipment.
6. Increase awareness that �Fall� storms can be just as
deadly as �Spring� storms.
